createOrganization
Creates a new organization and makes the authenticated caller its owner (with full permissions). Requires a valid session token. Once developers accept their own documents (developerLegalDocuments not empty), refused with LEGAL_ACCEPTANCE_REQUIRED until recordDeveloperConsents, and to an account under 18 (AGE_REQUIREMENT_NOT_MET) or with no age (AGE_REQUIRED); administering an organization or app asks the same.
